The mission of the HIV and AIDS Research and Development Program is to conduct for the Department of Defense, a focused and responsive world class infectious diseases research and development program to assess and mitigate the impact of HIV/AIDS on the U.S. military's readiness.

MANDATE: Executive Order 13139, 30 Sep 1999, Improving Health Protection of Military Personnel Participating in Particular Military Operations:

       "It is the Policy of the United States Government to provide our military personnel with safe and effective vaccines, antidotes, and treatments that will negate or minimize the effects of these health threats." [...includes diseases endemic to an area of operations.]

The Military HIV R&D Program is the DoD's principal response to this Executive Order with respect to the HIV and AIDS threat to military populations.
