The Office of The Surgeon General (OTSG) created the Rehabilitation & Reintegration Division (R2D) under OTSG’s Health Policy & Services (HP&S) Directorate in 2007. R2D was established to institute Army-wide standards of care for all rehabilitation and transition of injured Soldiers, with diagnoses to include traumatic brain injury (TBI), amputations, polytrauma, vision and hearing impairments, burns, chronic and acute musculoskeletal injuries, and functional limitations related to combat stress.

We develop, guide, and influence strategic rehabilitation and reintegration policy and programs to optimize the quality of life and function of Soldiers and their Families.

To be military medicine’s premier organization for integrative rehabilitation and reintegration.

Operations

R2D is a multidisciplinary organization comprised of occupational and physical therapists, a nurse, social workers, a neuropsychologist, an optometrist, a physician or physician assistant, marketing and education specialists, data analyst, information technology specialists, system software engineer and neurocognitive testers with decades of experience and relationships within the Department of Defense (DoD), Federal and community healthcare organizations.

Top Initiatives

• Implement Traumatic Brain Injury (TBI), Pain Management, and Musculoskeletal Action Plans
• Investigate, establish, publish and disseminate standards of care, best practices, clinical protocols and management guidelines
• Continuously improve and refine neurocognitive assessments for TBI, including fielding new techniques and procedures
• Provide expert assistance to Warrior Transition Command with the development and implementation of the Comprehensive Transition Plan (CTP)

Additional R2D Initiatives

• Recommend rehabilitation and reintegration care policies, programs and procedures to The Surgeon General (TSG), and oversee the policy execution
• Identify, evaluate and optimize rehabilitation and reintegration care capabilities of the Army Military Treatment Facilities
• Lead a coordinated effort with other DoD, Federal, and community agencies on standards of care, programs, administrative processes, Family issues, and policies to ensure timely, effective, holistic and compassionate rehabilitation and reintegration care for Service Members
• Monitor, evaluate and integrate research and technology developments into rehabilitation and reintegration care clinical practice
• Provide oversight and accountability for rehabilitation and reintegration care elements of funded programs, initiatives and projects to ensure optimal Soldier care is provided, and Soldier and Family needs are met
• Provide input to the Army Medical Command and Army Medical Research and Materiel Command research agenda to address rehabilitation and reintegration care research gaps
• Organize and manage a clear and defined vetting process for funding distribution that reflects TSG guidance, criteria, and priorities for rehabilitation and reintegration care
